French AI Firm Adds Regional Inference, Open Models and Compute Capacity

French artificial intelligence company Mistral took steps to build out sovereign AI in Europe, proposing regional control for inference and access to open models, including models from Chinese AI labs.

Mistral announced plans for a regionally locked inference scheme with a priority tier for mission-critical workloads, expanded access to third-party open models that run on Mistral’s own platform and a coalition of companies to help fund the scaling up of European compute capacity by 2030.
“We believe every enterprise and country must be in control of the models it uses, choose where the intelligence runs, control the compute capacity to scale it and retain its compounding value,” the company said in a blog post.
Europe has been pushing for sovereign AI for a while, with countries such as France and Germany pledging to create a 13 billion euro fund to invest in deep tech and frontier companies. Sovereign AI hinges on the idea that countries, or in this case, regions, will have control over some AI use cases. For some proponents, this can look like scaled-up infrastructure, such as additional data centers processing only regional AI workloads. Some nations have partnered with frontier labs to develop country-specific foundation models and agent platforms trained on their laws and cultural norms.
As part of the move for sovereign AI, Mistral said it will offer Mistral Regional Endpoints, which allow customers to choose where to run their inference and where the AI model actually does its work – either in the United States or in Europe. By doing so, European customers can better control data residency based on regulatory and latency requirements.
The company also launched its Priority Tier, in public preview, which sets service levels for mission-critical workloads with custom rate limits. Some AI labs throttle their rate limits to help control the load on their servers, which sometimes means users get errors when running some AI models and agents.
Mistral, being an open-weight model provider, said that it will offer more third-party open models on its platforms, believing that openness gives users more control. The company will start offering open-weight models on its platform, not just its own models. The first open-weight model on the Mistral platform will be Z.ai’s GLM-5.2, the model Hugging Face said it used to analyze agent breaches into its system after closed models ran into guardrail issues.
“Open weights give them what mission-critical work demands: the ability to see inside a model, adapt it and retain the intelligence they build with it,” the company said.
But all of these initiatives, regional inference and access to open-weight models, would be difficult to keep up if European AI labs and enterprises have to tap outside data centers constantly.
Mistral said it is bringing together several European enterprises for a coalition to scale up Europe’s current compute capacity by an additional 1 gigawatt by 2030. Compute capacity is normally calculated based on the power demands of data centers. Companies that agreed to a multi-year commitment to fund this process include the travel giant Amadeus, semiconductor company ASML and shipping firm CMA CGM.
Mistral introduced European Compute Units, or ECUs, to convert the cash commitments “into access to Mistral-built infrastructure over multiple years.” Companies that buy into the fund can use their ECU for any products running on Mistral’s compute “as their needs evolve.”
Based on a report from AI consulting firm Alice Labs, Europe’s current compute capacity stands at 3.6GW compared to the 31GW in the U.S. But just like in Europe, the U.S. government has been encouraging the expansion of American compute capacity.
