Bob Costello on Voluntary Plan’s Impact on Collaboration – and CISA’s Pivotal Role
Bob Costello, former CIO at the Cybersecurity and Infrastructure Security Agency, sees President Donald Trump’s new artificial intelligence executive order as a positive step forward.

The order’s voluntary nature serves as a crucial starting point for fostering collaboration between AI companies and the government without stifling rapid technological progress, said Costello, who now works as chief digital and information officer at Merlin Group.
But the order calls for developers to voluntarily provide the government with access to covered frontier models for up to 30 days before they are released to other trusted partners. Costello acknowledged that federal civilian agencies will need to build up their review capabilities quickly (see: Trump Signs Voluntary AI Cyber Review Order

“The first few weeks might be a little rocky as things get kickstarted,” Costello said. “And then we’ll see it flow very nicely.”

Costello has more than 25 years of experience in information technology, cybersecurity, and mission systems across government and industry. Prior to Merlin Group, he was CIO of CISA, helping lead enterprise technology modernization and cybersecurity operations in support of the nation’s critical infrastructure. He previously held senior technology leadership roles at U.S. Customs and Border Protection and U.S. Immigration and Customs Enforcement, and earlier worked in the private sector as a network engineer. He began his career serving nine years in the U.S. Air Force and Air Force Reserve supporting communications and intelligence systems.
